摘要：The Winter Commission proposed a state and local government procurement reform agenda that placed public managers at the core of a depoliticized, deregulated, and more pragmatic public sector contracting process. 摘要：Local election officials are the administrators of democracy, but we know little about their views. This paper draws from two national surveys of local election officials.
