摘要:In response to societal demands, democratic governments constantly adopt new policies. As existing policies are rarely abandoned, policies accumulate over time. Policy accumulation bears the challenge of overburdening implementation bodies, hence undermining policy effectiveness. Any escape from this situation requires democratic governments to strike a balance between policy responsiveness and effectiveness. We posit that the extent to which countries are able to achieve this depends on the v...

摘要:Imposing significant challenges for both street-level implementation and policy (re)design, crises alter the environment for street-level policy entrepreneurship (SLPE), wherein street-level bureaucrats engage in policy formulation processes to secure future policy outcomes. Nevertheless, like street-level implementation in general, SLPE is studied during ordinary times but rarely during crises. Focusing on community-health workers in Brazil during the Covid-19 crisis uncovered a defensive mot...

摘要:Increasingly, Western local governments are dealing with community-based initiatives (CBIs) of citizens providing public services. Municipalities possess critical resources CBIs generally lack, including subsidies, buildings, and exposure. There is still little knowledge on CBIs' factors for government support. Therefore, this study adopts an organizational perspective distinguishing among institutionalization (intraorganizational, e.g., organizational size and democratic legitimacy) and inter...

摘要:In the European Union (EU), agenda setting is formally centralized at the European Commission. During the last decade since the Lisbon Treaty, however, this agenda-setting monopoly was challenged by other institutions against the backdrop of the Treaty change, intergovernmental crisis management, politicization, and more informal legislative bargaining. This symposium therefore surveys the emerging agenda-setting powers of the EU's other main institutional actors in their relation to the Commi...

摘要:Public decision-makers increasingly rely on satisfaction surveys to inform budget and policy decisions. Yet, our knowledge of whether, and under what conditions, this input from public service users provides valid performance information remains incomplete. Using a preregistered split-ballot experiment among government grant recipients in Denmark, this article shows that the ordering of survey questions can bias satisfaction measures even for highly experienced and professional respondents. We...

摘要:What explains the reversal of transnational private rule-making authority? Embedding constructivist insights within a rational principal-agent model, this article advances a five-step sequential process that nuances the traditional explanation of delegitimation. It argues that entrepreneurs must first successfully promote the belief that the high costs of ineffective private policies follow from the private rule-setter's flawed institutional attributes. Subsequently, a de-delegation solution t...

摘要:The author examines policy implementation as an exercise in coping with ambiguity (i.e., different ways of thinking about the same issues) on the one hand and uncertainty (i.e., lack of information) on the other. Functions are how implementers figure out the best way to make a policy work in practice and processes are how organizations formalize mechanisms that make behaviours more predictable. Using programme evaluation data from the US Environmental Protection Agency (EPA) and a mixed method...

摘要:The tension between bureaucratic and democratic values has characterized significant debates in the field of public administration. In this article, we ask, does public managers' confidence in their organizational administrative capacity affect citizen participation? Using managerial confidence in organizational response capacity (ORC) during crises as a vehicle to investigate the tension between democratic and administrative values, we examine whether an administration-centric approach to man...

摘要:The objective of this study was to explore how emergency responders' experience, beliefs and organizational context influence their decision-making processes and their interaction with their clients. The study includes 27 interviews with 911 emergency responders to unveil the underlying factors which lead responders to act in favour of some of their clients, that is, actively represent them, while limiting their representation of others. The study is situated at the intersection between the st...

摘要:This research investigates whether political, social and economic characteristics of local communities are related to data sharing between city departments and businesses and nonprofit organizations. Research about data sharing typically emphasizes managerial, organizational and technological factors in departments, largely neglecting community characteristics. The willingness to share data depends on the relationships between the government and external stakeholders, and these relationships a...
