摘要:The federal civil service has developed in fits and starts, with specific reforms fashioned in reaction to the particular political considerations of a given time. Yet the concept of merit has remained a central, albeit malleable, sometimes neglected, and perhaps quaint ideal. Reinvention, efficiency, and effectiveness must honor excellence and the notion of public service as a calling.

摘要:This paper employs theories of structural politics and delegation to develop a set of propositions about the legislative delegation of authority to quasi-governmental entities, known as quangos. Legislators have incentives to condition their choice of structure for an organization charged with implementing policy on their own political attitudes toward good government. 摘要:Soft governance is an approach to policy implementation in which the central government relies less on hierarchy than on information to steer local organizations. This allows for a combination of formal accountability and professional autonomy that improves the quality of public services in both the short and the long term. 摘要:This study investigated differences in general values, work values and organizational commitment among 549 private sector, public sector, and parapublic sector knowledge workers.
