摘要：Voluntary policy compliance is an important yet rarely studied topic in public administration. To address the paucity of research, this article proposes and empirically tests a conceptual framework that ties policy transparency and policy understanding to voluntary policy compliance intentions. 摘要：Herbert Kaufman's The Forest Ranger is considered a landmark study of how organizations can be structured to elicit compliance from field officials, yet there have been few attempts to validate Kaufman's claims. 摘要：This article examines the interstate spillover effect of Medicaid expenditures for home-and community-based services (HCBS) and tests the relationship between fiscal decentralization and public spending. Based on the theory of interstate strategic interaction, an empirical model is specified that explicitly accounts for interdependence in states' spending decisions.
