摘要:Cross-sector collaboration is regarded as an effective institution for the fragmentation of government organizations, but it is still unknown which organizational form can effectively promote the holistic governance of digital government platforms. We construct an attention-based behavioral model according to behavior theory and then explore the impact and mechanism of cross-sector collaboration on the holistic governance of digital government platforms. We show that cross-sector collaboration...

摘要:Studies in representative bureaucracy have focused on whether passive representation translates into active representation. We shift this analytical lens by conceptualizing passive representation not as a static demographic condition or a preliminary stage, but as a dynamic organizational process. Drawing on 15 in-depth interviews and a focus group with 14 ultra-Orthodox women serving in mid- and senior-level public positions in Israel, we examine how passive representation is enacted, negotia...

摘要:This article investigates the role of internal change agents in advancing digital transformation within public sector organizations. In response to the complexities of digitalization, these change agents guide their peers in adopting technology and bridging the gap between strategy and implementation. We draw on an 18-month diary study (N = 68, n = 1007) and interviews with 20 change agents from two mid-sized municipalities in Germany. Building on role socialization theory, the study identifie...

摘要:Representation, conflict among stakeholders, and how both shape outputs are of growing interest in collaborative governance research. As individuals negotiate diverse viewpoints, conflict is expected, yet gaps remain in understanding if conflict, or lack thereof, helps explain output prioritization. In this paper, we explore: (i) if more communication is associated with topics succeeding or failing to be prioritized; (ii) if communication from different types of actors (i.e., different sector ...

摘要:Why does bureaucracy often sting the public, evoking negative sentiment even when its rules are well-designed? This study addresses this paradox through a laboratory experiment in the Chinese context (N = 280), replicating and extending a seminal study by Hattke et al. (2020) on emotional responses to red tape. Employing physiological measures, including facial expression analysis and electrodermal activity, we examined the effects of red tape, rule functionality, and, as a key theoretical ext...

摘要:Research shows that frontline workers often discriminate based on race or ethnicity. However, citizens can also display discriminatory behavior-for instance, by requesting service only from workers of the same ethnic or religious background. This discrimination exercised by citizens toward frontline employees remains underexplored. Building on research on citizen-state interactions, discrimination, and political ideology, this study examines when the public considers such requests acceptable. ...

摘要:Many studies have sought to identify the contingency factors of success in various network governance mechanisms. Despite the relevance of their results, the contingency factors that determine the establishment of specific governance forms remain unclear. Through a qualitative comparative analysis of 13 networks of health and social care integration in Milan (Italy), we explore how diverse configurations of contingency factors produce different governance forms. The results highlight three mod...

摘要:This study examines whether and how fairness perception and administration burden relate to citizen participation in social welfare programs. We theoretically argue that both participation costs and citizens' perceptions of distributive fairness play critical roles in determining individuals' willingness to engage with welfare programs. We further propose that compliance burden (costs) may constrain frontline officials' discretion in benefit allocation, thereby reinforcing perceptions of fairn...

摘要:The expansion of organizational professionals in the public sector is often interpreted as a manifestation of increased managerial control and bureaucratisation, raising questions about shifting professional identities in public administration. This study contributes to research on hybrid professionalism and identity work by examining how organizational professionals themselves perceive this trend and how they justify their roles within public organizations. Based on a narrative analysis of in...

摘要:Existing research offers little insight into how governance networks can maintain their legitimacy during institutional disruption. Through an in-depth case study of a network of third sector organizations in Scotland that worked to deliver government funds and support during the COVID-19 pandemic to social enterprises and charities, this paper sheds light on this topic. Our analysis highlights the importance of work to retain the structure of the network by affirming mission focus and rules o...
