摘要:The economic response of the US government to the COVID-19 pandemic envisions massive investment in infrastructure construction. Yet, governments contract out public works and might lack the capacity to meet the increased demand for new construction. 摘要:Social impact bonds (SIBs), also known as Pay for Success, are an innovation in Payment by Results contracting. Investors finance programs and are repaid based on the SIB effect, which includes changes in outcomes attributable to financing. We generate a quantitative estimate of this part of the SIB effect for two active labor market programs in the Netherlands and Switzerland. 摘要:A key insight in the literature on administrative burdens and exclusion is that they can be a form of policy making by other means to disincentivize people's access to services, rights, and benefits.
