摘要：This paper attempts, for the first time, to assess the relationship between transparency, fiscal situation, and political turnout using a comparative international approach. 摘要：Federalism jurisprudence shapes the powers that public administrators have to achieve policy priorities. 摘要：Discussions about congressional earmarking often focus on their direct costs in the federal government's appropriations bills.
