摘要:Current literature on civil service reform lacks any studies that examine how these reforms impact employee behavior. The research presented here links the presence of alternative personnel systems and perceptions of procedural justice in 2005 to the rates at which complaints were filed in 2006 in the federal government, after controlling for the use of alternative dispute resolution (ADR). 摘要:The purpose of this article is to test whether the use of public participation by a local government increases perceptions of procedural fairness among the public and to propose an explanation for why fairness is a strong predictor of satisfaction with governmental decisions.
