摘要:A core claim of the administrative burden literature is that the experience of frictions during administrative encounters can generate psychological costs. Using a split-ballot survey experiment with a question order design (n = 3,812), we show that being asked to recall administrative encounters in a welfare program negatively affects people's psychological affect. Further, we show that the responses to burdens are asymmetric and consistent with a pattern of negativity bias in how people reca...

摘要:This study investigates whether reducing administrative burdens can increase interest in active labor market programs among job-seeking women. Employing a user-centered approach, the research is divided into two phases. In Phase 1, we conduct interviews with women and a focus group with service providers to identify relevant barriers for take-up. The qualitative data shows that learning costs were the most prominent barrier. Learning costs could be further differentiated into three specific ty...

摘要:Recent research suggests that bureaucratic responsiveness to political preferences may depend as much on organizational capacity as it does on incentive alignment, information recovery, and the strategic interaction of principal and agent. Better-resourced bureaucracies should be more able to comply with new political directions, irrespective of their willingness to do so. But because so much bureaucratic capacity is sunk into implementing the prior policy commitments of current and former pri...

摘要:This article investigates how the use of discretion in public-private contracts interplays with transactional complexity in influencing contract renegotiations. Motivations for contract renegotiations may be positive, negative (e.g., opportunistic), or neutral, and we argue that allowing discretion at the award stage may promote a more relational approach to contracting that fosters cooperation and productive adaptation. Using a dataset of 12,189 renegotiated contracts from the Tenders Electro...

摘要:The actions of street-level bureaucrats (SLBs)-such as teachers, healthcare workers, and police officers-during crises and emergencies have received growing attention in public administration scholarship. Yet, a critical and underexplored dimension remains: the role of SLBs in context of war and armed conflict, where threats to personal safety, political coercion, and institutional collapse converge. This article investigates how war-and military occupation in particular-reshapes the everyday ...

摘要:Can accountability to external bodies induce performance turnaround in struggling public services? And if so, must account-holders use incentives and sanctions to change account-giving organizations that have hitherto failed to self-correct, or can a gentler, more informational regime suffice? Building on recent research into low-stakes accountability, we argue that feedback and standard-setting on their own may stimulate departmental turnarounds in complex, multiservice organizations by direc...

摘要:Following decades of incremental digital development, public agencies today are permeated by a plethora of digital systems and tools. Transcending the dominant focus on individual technologies in the extant literature, this study introduces the concept of digital layering to capture the characteristics of this setting and develop a unique contextualized understanding of frontline work in the digital age. Drawing on extensive ethnographic fieldwork in The Danish Agricultural Agency and the Dani...

摘要:Can a good argument change an individual's mind? In three preregistered experiments, we explore this question in the domain of public sector organizational performance. We observe human subjects as they engage in conversations with a generative artificial intelligence programmed to argue in one of seven distinct styles, including a confrontational challenger style, a didactic style, and a sycophantic style. We develop a theory of effective argumentation predicting that conversational styles wh...

摘要:How do public agencies manage diverse programs under limited budgets? Resource constraints force agencies to prioritize tasks, requiring strategic decisions about how to allocate resources effectively. In this article, I develop a game-theoretical model that explores how agencies shape and restructure their task portfolios under budgetary constraints. In response to budget reductions, I argue that agencies reallocate resources by prioritizing more efficient tasks for improved performance withi...

摘要:Street-level responsiveness is often framed as an individual binary decision: frontline workers either prioritize client needs or strictly adhere to institutional boundaries. This ethnographic study of three home care organizations in Amsterdam challenges this assumption by examining how frontline actors balance responsiveness with rules, resource limitations, and role expectations. Drawing on 140 hours of shadowing and 15 interviews with home care workers and managers, we analyze responsivene...
