摘要:Monitoring institutions are usually perceived as efficient instruments for improving governance. This article evaluates the link between corruption monitoring and the supply of politicians in nondemocracies. Using China as a case, I show that corruption monitoring pushes capable young elites away from seeking government positions. This effect may be driven by two possible mechanisms: economic returns and career prospects. Specifically, corruption investigations may reduce the expected economic...

摘要:Working under the assumption that societal pockets of low trust in government are likely to proliferate, this introduction to the special issue on governance in low-trust settings integrates insights from the Global South and Global North to analyze how citizens respond to formal rules and service arrangements of public organizations they perceive as untrustworthy. We develop a typology of low trust responses-submission, avoidance, gaming, and resistance-as a counterpart to the well-establishe...

摘要:Governments around the world often struggle to collect tax revenues, thus undermining their ability to build functioning states, deliver basic public goods, and improve human development. We address gaps ...

摘要:This article defines a concept of relative trust-the gap between trust in different levels of government in a federalist system-and examines whether it influences public attitudes about which level of government holds authority in specific policy domains. While scholars have explored how trust in government affects political systems from a national perspective, little is known about how trust influences multitiered government systems in which public trust levels differ for national versus subn...

摘要:Bureaucratic reputations are largely shaped by the media's evaluations of such agencies. However, the research overlooks how the media evaluates public agencies, particularly in low-trust contexts. Using inductive machine-learning techniques, we uncover the media's evaluations of Brazilian regulatory agencies based on more than 38,000 stories published within the last 20 years with the aim of exploring what drives their media evaluations and which reputational dimensions are privileged in the ...

摘要:Citizen online participation has become an increasingly important feature of policymaking in nondemocratic regimes. This article explores the question of why nondemocratic governments promote e-participation tools. To address this question, this research examines the motives for the introduction of the Active Citizen e-voting platform in Moscow through an in-depth case study drawing on interviews and qualitative document analysis. The case study identifies a variety of objectives pursued by th...

摘要:The credibility of think tanks is grounded in their image as independent experts. In order to gain authority to act, think tanks must be seen as independent, but in order to exert influence and gain funding, think tanks are forced to compromise this independent image. We focus on how think tanks handle this independence paradox. How do think tanks use different resources to construct an independent image? The aim of the article is conceptual, as we develop a theoretical model of the independen...
