摘要：This article compares American, British, and Korean social enterprise policies to explore how government policy design shapes social enterprises and how social benefit and public value are defined. 摘要：Are street-level bureaucrats more willing to sacrifice their own self-interests to meet the needs of their clients when they are off duty or on duty? If the former is the case, what does that finding tell us about their work environment? 摘要：The growing phenomenon of government-supporting charities prompts the question of whether these institutions help or hinder public values of equity in service access.
