摘要：Structural duration conveys stability but also resilience in central government and is therefore a key issue in the debate on the structure and organization of government. 摘要：Collaboration is a commonly prescribed method of public service improvement. If collaboration fails, blame is typically ascribed to transaction costs, organizational inertia, or premature evaluation.
