摘要:The objective of this article is to clarify the extent and the conditions under which the European Union (EU) induces changes in the policy arrangements of its member states. For an accurate measurement of our dependent variable, we distinguish between EU-induced policy expansion and EU-induced policy dismantling. We argue that the extent to which European requirements lead to an expansion or dismantling of national policy arrangements is crucially affected by the respective governance logic u...

摘要:Cultural policies have become increasingly used by governments to fulfil a large number of policy requirements. This paper identifies and analyses these difficulties and indicates that considerable pitfalls lie in the way of attempts to develop, manage a...

摘要:The influence of the New Public Management (NPM) movement in Portuguese administrative reform has been one of the country's noticeable trends in recent decades (Araujo 2001, 2002 Rocha 2001). Many governments have aimed to introduce a new managerial rationality in public services. The literature about administrative reform shows that institutional bureaucracies resist change, particularly when it challenges prevailing practices and procedures (Bjur and Caiden 1978; Olsen 1991). Thus, the influ...

摘要:Can the European regulatory state be managed? The European Union (EU) and its member states have looked at better regulation as a possible answer to this difficult question. This emerging public policy presents challenges to scholars of public management and administrative reforms, but also opportunities. In this conceptual article, we start from the problems created by the value-laden discourse used by policy-makers in this area, and provide a definition and a framework that are suitable for ...

摘要:This article offers insights into the complexity of assessing the performance of public networks. We have identified three so-called exogenous factors: form of the network, type of inception-whether the network was initially formed as voluntary or mandated-and developmental stage of the network. We argue that where a network stands on each of these factors will determine the appropriateness of specific criteria for assessing the performance of the network.
