摘要:This study explores the effect on mayoral decision-making of three aspects of the decision environment: issue salience, context, and constraint. The study also tests the moderator effect that decision environment may have on a mayor's qualifications in terms of education and experience. 摘要:We assess the usefulness of a theory of organizations, the Resource-Based View, for the study of public agencies. We examine the differential impacts of an array of organizational resources (administrative, human, financial, physical, political, and reputation resources) on a core measure of federal agency effectiveness.
