摘要：This paper evaluates a new form of public participation in environmental monitoring and regulation advanced through local bucket brigades, which allow community members to sample air emissions near industrial facilities. 摘要：In the last decade, voluntary efforts by firms to reduce their environmental impacts have received increasing attention from both policymakers and scholars.
