摘要：This article suggests that key bureaucrats play a decisive role in times of welfare crisis. 摘要：The article argues that new economic ideas have exerted an independent causal effect on policy change in three major areas in the Danish welfare state: unemployment insurance, early retirement, and taxation. 摘要：Performance contracts entered between ministerial departments and their agencies are used throughout the Danish central government. The article analyzes the use of performance contracting in 2005.
