摘要:In 2020, the world started a fight against a pandemic that has severely disrupted commercial and humanitarian supply chains. Humanitarian organizations (HOs), like the World Food Programme (WFP), adjusted their programs in order to manage this pandemic. One such program is cash and voucher assistance (CVA), which is used to bolster beneficiaries' freedom of choice regarding their consumption. In this vein, WFP supports local retailers to provide CVA to beneficiaries who do not have access to a...

摘要:The COVID-19 pandemic presented the world to a novel class of problems highlighting distinctive features that rendered standard academic research and participatory processes less effective in properly informing public health interventions in a timely way. The urgency and rapidity of the emergency required tight integration of novel and high-quality simulation modeling with public health policy implementation. By introducing flexibility and agility into standard participatory processes, we alig...

摘要:COVID-19 pandemic has revealed how unprepared operations and supply chain professionals are for abnormal conditions. Understanding how the production and operations management field can affect the trajectory and especially the remediation of pandemics is a critical, but understudied, area of research from descriptive, predictive, and prescriptive perspectives. Fourteen research articles in this special issue have attempted to fill this gap with rigor. We first summarize these articles in six c...

摘要:COVID-19 is a highly contagious disease that has spread to most countries at unprecedented transmission speed. Medical resources and treatments provided by the healthcare system help reduce the mortality rate and spread of COVID-19 by isolating infectious individuals. We introduce a modified SEIR model that considers individuals access to limited medical resources to characterize the central role of medical resources during the pandemic. We discuss how the three hospital admission policies (hi...

摘要:Testing for COVID-19 is a key intervention that supports tracking and isolation to prevent further infections. However, diagnostic tests are a scarce and finite resource, so abundance in one country can quickly lead to shortages in others, creating a competitive landscape. Countries experience peaks in infections at different times, meaning that the need for diagnostic tests also peaks at different moments. This phase lag implies opportunities for a more collaborative approach, although countr...

摘要:At the onset of the COVID-19 pandemic, hospitals were in dire need of data-driven analytics to provide support for critical, expensive, and complex decisions. Yet, the majority of analytics being developed were targeted at state- and national-level policy decisions, with little availability of actionable information to support tactical and operational decision-making and execution at the hospital level. To fill this gap, we developed a multi-method framework leveraging a parsimonious design ph...

摘要:We develop a model for a regional decision-maker to analyze the requirement of medical equipment capacity in the early stages of a spread of infections. We use the model to propose and evaluate ways to manage limited equipment capacity. Early-stage infection growth is captured by a stochastic differential equation (SDE) and is part of a two-period community spread and shutdown model. We use the running-maximum process of a geometric Brownian motion to develop a performance metric, probability ...

摘要:The unprecedented scale of the Covid-19 pandemic has been a challenge for health supply chains around the world. Many international humanitarian organizations have had to ensure the continuity of their already complex development programs, while addressing their supply chain disruptions linked to the pandemic. Process modularity has frequently been advocated as a strategy to mitigate such disruptions, although empirical evidence regarding its impact on supply chain responsiveness and what mode...

摘要:Our study analyzes capacity management for promising vaccine candidates before regulatory approval (i.e., at-risk capacity building) in the presence of production outsourcing and different operational challenges: misaligned interests, possible ex post negotiations, asymmetric information between developers and manufacturers, and government involvement. We develop analytical models to compare two vaccine production modes: (1) the integrated mode (a single company determines the at-risk capacity...

摘要:The widespread lockdowns imposed in many countries at the beginning of the COVID-19 pandemic elevated the importance of research on pandemic management when medical solutions such as vaccines are unavailable. We present a framework that combines a standard epidemiological SEIR (susceptible-exposed-infected-removed) model with an equally standard machine learning classification model for clinical severity risk, defined as an individual's risk of needing intensive care unit (ICU) treatment if in...
