摘要：The authors use a survey experiment to examine how structural differences in governance arrangements affect citizens' notions of who is culpable for poor service quality. 摘要：Nonprofit property tax exemption has become a major policy issue as the collapse of the housing market, the Great Recession, and property tax caps have threatened local tax collections.
