摘要：We use a mixed-methods sequential explanatory design to explore whether and how bounded subadditivity, and the resulting certainty effect, may lead public and private employees to prioritize their activities in ways that are suboptimal for their organizations. 摘要：Transparency has been widely promoted as a tool for improving public service delivery; however, empirical evidence is inconclusive. We suggest that the influence of transparency on service provision is contingent on the nature of the service.
