摘要:Since the mid-1990s, the U.S. Pentagon has accelerated efforts to outsource weapons, battlefield and base support operations, and troop training, invoking competition-based savings and better quality. I review the arguments for and against such privatization and summarize recent Pentagon outsourcing experience.
