摘要：Amidst calls for more scrutiny of the failure of infrastructure public-private partnerships (PPPs), uncertainty about how we can measure failure remains, and little systematic evidence illuminates its likelihood. Our mixed-methods design explores the notion of failure and identifies the conditions under which it happens. 摘要：The European Union and the United States are paradigmatic examples of multilevel governance systems that are also regulatory states. In both settings, informal networks of regulators preceded and existed alongside supranational (federal) regulatory agencies. The literature understood their rationale as preparatory to the creation of higher level agencies. 摘要：This article explains variation in the autonomy in the range of activities that European regulators perform.
