摘要:This article explores the structural diversity of intraministerial organization over time. Based on organization theory, it proposes a generic typology for intraministerial units applicable to any hierarchically structured government organization. We empirically investigate the critical case of the German federal bureaucracy. By classifying its subunits, we analyze the longitudinal development of structural differentiation and its correspondence to denominational variety. The data stem from a ...

摘要:How can we better understand the architecture of government? Governmental structures are regularly altered by the dispersion of power upward and downward to supranational and subnational bodies. The preferences of citizens and elites in this regard are well documented at the national and EU levels. However, the preferences of regional elites remain somewhat of a black box. What are their preferences when it comes to the distribution of competences across the regional-national-EU triptych? This...

摘要:This article explores the role of trust in corrupt networks and networks that facilitate corruption. Specifically, we ask what is the role of particularized trust in the operation of systemic corruption? How is the basis of trust reflected in the logic of corruption and with which effects? Based on the analysis of 50 in-depth interviews in two Mexican cities, we analyze two types of particularized trust that bind actors in informal networks: trust based on political affiliation and/or personal...

摘要:While numerous studies consider the roles that media consolidation, court-packing, and economic crises have played in Hungary's democratic decline since 2010, none have considered the subnational mechanisms driving illiberalism. This study examines the types of subnational procedural tinkering that propel illiberalism by reducing local capacity for institutional resilience. Specifically, we trace how the right-wing Fidesz-KDNP government implemented subnational constraints to prevent the reeme...

摘要:Monitoring institutions are usually perceived as efficient instruments for improving governance. This article evaluates the link between corruption monitoring and the supply of politicians in nondemocracies. Using China as a case, I show that corruption monitoring pushes capable young elites away from seeking government positions. This effect may be driven by two possible mechanisms: economic returns and career prospects. Specifically, corruption investigations may reduce the expected economic...

摘要:Working under the assumption that societal pockets of low trust in government are likely to proliferate, this introduction to the special issue on governance in low-trust settings integrates insights from the Global South and Global North to analyze how citizens respond to formal rules and service arrangements of public organizations they perceive as untrustworthy. We develop a typology of low trust responses-submission, avoidance, gaming, and resistance-as a counterpart to the well-establishe...

摘要:Governments around the world often struggle to collect tax revenues, thus undermining their ability to build functioning states, deliver basic public goods, and improve human development. This problem is especially acute in the Global South. Within the broader context of representative democracy, many local governments increasingly adopt participatory institutions in the hope that they will improve government responsiveness, service delivery, and their electoral opportunities. We address gaps ...
