Can public-private partnerships be effectively evaluated? Leslie Riggin, Patrick Grasso, and Mary Westcott turned their attention to this issue in an effort by the General Accounting Office to deal with the unique challenges posed by housing and community development programs which make considerable use of these partnerships. In this article, they discuss the major obstacles to assessing the work of the partnerships and provide a framework based on nine criteria reflecting three standards: needs, process, and outcomes.
