Are there more insightful alternatives to the traditional methods of program evaluation? Marisa Kelly and Steven Maynard-Moody note the traditional reliance of evaluation research on methods rooted in a detached scientific positivism. Recently, a growing number of evaluation research analysts have used a post-positivist approach based on understanding agency operations from insiders' or stakeholders' perspectives. This calls for greater involvement by the analyst in facilitating discussions among insiders. The authors show bow these new methods were used in a nationwide study of the Economic Development Districts Program.
