What has been happening in the public administration arena of the largest country in the world? Despite major developments in the People's Republic of China over the past decade, little empirical and comparative analysis hac appeared Bared on their extensive work in China over this period, Worthley and Tsao describe and analyze the Chinese reforms in the context of political and economic development. They find that the considerable changes described have been consistently and insistently anchored in China's recent administrative history and that the administrative reforms are operationally inseparable from contemporary political and economic developments. They further find remarkable similarities with the historical development of public administration in the United States. The authors suggest that the Chinese experience may offer fruitful insights-theoretical as well as practical-for administrative development across cultural boundaries.
