Recent reforms have added the burdens of social regulation to the difficulties of implementing welfare policy. State and local welfare bureaus have had to develop means to monitor clients to verify that they have complied with behavioral demands. Drawing upon our examination of the Primary Prevention Initiative, a welfare reform implemented in Maryland we describe and evaluate true procedures that may be wed to enforce. social regulation. Our findings suggest that implementation difficulties, such as complexity, interorganizational coordination, strategic behavior, fraud and goal displacement are related to the procedures wed to enforce behavioral standards and that such difficulties may compromise some of the supposed benefits of behavioral welfare reform.
