Moving Beyond New Public Management: How Business Type-Management Is Embedded in the Swedish State Through Institutional Hooks

In recent years, criticism facing Business-Type Management within the state has led governments to call for new management models. In many cases, this ambition has not been accompanied by concrete actions signaling a clear break with BTM. There has been limited capacity for critical reflection, learning, and innovative thinking. Why is this? In this article, this question is discussed from a historical-institutional perspective. Using Sweden as a case, it is argued that the inertia largely can be explained by various institutional hook on which BTM hung. These institutional hooks are interlinked and form an institutional infrastructure that is controlled by actors that work with and advocate BTM. The main argument is that BTM ideas and practices are deeply embedded organizationally into the state and that for new ideas to emerge and to be implemented, the Government needs to reorganize the policy sector of administrative reform. Denna ambition har emellertid & aring;tf & ouml;ljts av f & aring; konkreta reforminitiativ som markerar ett tydligt brott med BTM. F & ouml;rm & aring;gan till kritisk reflexion, institutionellt l & auml;rande och innovativt t & auml;nkande har varit begr & auml;nsad. Varf & ouml;r & auml;r detta fallet? I denna artikel diskuteras fr & aring;gan utifr & aring;n ett historisk-institutionellt perspektiv. Med Sverige som empiriskt exempel argumenteras det f & ouml;r att den observerade tr & ouml;gheten i h & ouml;g grad kan f & ouml;rst & aring;s genom olika institutionella krokar p & aring; vilka BTM har kommit att h & auml;ngas upp. Dessa krokar & auml;r & ouml;msesidigt sammanfl & auml;tade och bildar en institutionell infrastruktur som domineras av akt & ouml;rer vilka b & aring;de verkar inom och reproducerar BTM. Huvudargumentet & auml;r att BTM:s id & eacute;er och praktiker & auml;r djupt inb & auml;ddade i den statliga f & ouml;rvaltningsorganisationen, och att regeringen, f & ouml;r att nya styrningsideal ska kunna utvecklas och oms & auml;ttas i praktiken, beh & ouml;ver omorganisera det f & ouml;rvaltningspolitiska omr & aring;det.
