摘要

This paper addresses an important problem in health care management. It explores the theoretical relations among organizational and environmental characteristics and measures of efficiency and effectiveness. The paper develops need fulfillment as a measure of organization effectiveness. An interesting implication for organization theory is the findings that suggest that legitimacy does not enhance efficiency and that legitimacy and efficiency may be entirely independent variables.
