摘要：We examine how legislative hearings, mandatory in the appointment process for top executives, shape presidential management of cabinet. Research on legislative confirmation suggests that such a requirement generates a trade-off in choosing between loyalty and competence types. 摘要：This paper develops and tests a theory of how presidents use government agencies to manage legislative coalitions in multiparty presidential systems. We argue that agency decisions-particularly subsidized credit from state-owned development banks-function as retail coalition goods that sustain legislative support.
