摘要:For governments to regulate, they must first define the problem and decide which policymakers have the authority to make decisions. Technological development can disrupt the authority-allocation process by fostering uncertainty about which actors are responsible for making policy. This article examines the role that changing technology has played in the development of cybersecurity policy in the United States. New technologies have increased the type and scope of assets vulnerable to cyberthre...

摘要:In this article, a new framework for improving risk assessments of novel genetically engineered organisms (GEOs) is developed and applied. The Procedurally Robust Risk Assessment Framework (PRRAF) provides a set of principles and criteria for assessing and enhancing risk assessment protocols for GEOs under conditions of high uncertainty. The application of PRRAF is demonstrated using the case of a genetically engineered mosquito designed to kill its wild population and therefore decrease disea...

摘要:In recent years, many sectors have experienced significant progress in automation, associated with the growing advances in artificial intelligence and machine learning. There are already automated robotic weapons, which are able to evaluate and engage with targets on their own, and there are already autonomous vehicles that do not need a human driver. It is argued that the use of increasingly autonomous systems (AS) should be guided by the policy of human control, according to which humans sho...

摘要:This study aims to improve theoretical accounts of regulatory responses to emerging technologies by proposing a model of regulatory development, which incorporates a role for types of uncertainty and for existing regulatory institutions. Differently from existing theories of regulatory development, the model proposed here posits a sequence of cyclical activities where regulatory responses arise in incremental fashion out of efforts to make sense of emerging technologies and to ponder the appli...

摘要:Democracies deliberately create friction in bureaucratic processes, using inefficiencies to mitigate the impact of government transitions and asymmetric information on leaders' ability to exert control. With far more centralized power, would authoritarians prefer less friction? We argue that they do not. In fact, excess friction is actively supplied to hinder bureaucratic coordination independent of or even in opposition to top-down control, leaving the central leaders the only player powerful...
