摘要:Scholars of the US regulatory process routinely assert that rulemaking is ossified-that it has become so encumbered with procedural constraints that it is difficult for agencies to issue socially desirable regulations. 摘要:This study examines the relationship between the complexity of EU directives and their successful implementation at the national level. Moving beyond the state-of-the-art, we propose a comprehensive framework considering structural, linguistic, and relational dimensions of policy complexity.
