摘要:Many studies have striven to understand which factors affect the performance of public networks. However, there are very few studies in the field of public management that investigate the joint, interactive effects of different determinants on network performance. This article uses the relatively new method of qualitative comparative analysis (QCA) to investigate the complex causality of determinants and network performance. It examines the combination of resource munificence, centralization o...

摘要:Following crises and fiascos, a framing contest takes place in which actors have to account for their actions and might get blamed for what went wrong. An inadequate response to blame can lead to resignation or losing a re-election. Currently, the literature on blame games focuses mainly on the policy, agency, and - especially - presentational strategies one can use to respond to blame. Based on our analysis of the blame games following two festival disasters in Germany and the Netherlands, we...

摘要:This article explores the relation between issue politicization and crisis-induced learning by the EU. We performed a political claims analysis on the political response to the four major oil spill disasters that have occurred in European waters since 1993. Political claims that we observed in three arenas (mass media, national parliaments, and the European Parliament) were compared with recommendations in post-crisis evaluation reports and the EU's legislative responses. For all three politic...

摘要:How do political administrations sustain whatever kinds of cohesion they do, over their time in office? Although recent research emphasizes institutions, sometimes institutions also weaken cohesion. Informal institutions are more important than formal ones in shaping styles of political judgement in governing administrations. But how can institutional processes explain both weakening and strengthening? This article develops a neo-Durkheimian theory. It proposes that informal institutions shoul...

摘要:Public employment in most developing countries is governed by political patronage. Patronage provides many incumbents with governability and electoral advantage. What causes governments to forsake patronage in favour of civil service reform? This article reviews scholarly explanations. It finds that studies usefully identify diverse socioeconomic and political-institutional factors which can affect reform incentives. The causal effects of these factors - their weight, mechanisms and signs - ar...

摘要:This symposium showcases diverse contributions that a particular institutional theory of cultural biases makes to public administration and policy research. Bridging and integrating these subfields, the theory offers powerful explanations for the ways in which institutional processes drive policy-making. Developed initially by Douglas using Durkheimian theory, Hood and Wildavsky made the theory increasingly influential in public administration and policy. Today, the theory has several variants...

摘要:This article on public leadership contributes to the literature by focusing on the 'public' aspect of leadership and developing quantitative scales for measuring four public leadership roles. These roles all refer to the extent to which public leaders actively support their employees in dealing with public sector issues: (1) accountability leadership, (2) rule-following leadership, (3) political loyalty leadership, and (4) network governance leadership. We tested the factor structure using exp...
