摘要:The Republican capture of the US. Congress following the 1994 midterm elections provides a unique opportunity to examine congressional control of the bureaucracy. 摘要:Using data derived from an initial case of state contracting for social services for the elderly, this article builds. a theoretical model to explain variations in the effectiveness of the implementation and management of state contracts.
