摘要:China's party-controlled elite appointment system has been praised for contributing to growth and order in recent decades. 摘要:This article challenges the depiction of bureaucracy as a hurdle to democratic responsiveness. It proposes that senior civil servants' (SCSs) dual position as professionals and citizens may enhance government permeability to salient public agendas. 摘要:This article analyzes India's recent enactment of universal primary education. This programmatic policy change is puzzling given the clientelistic features of Indian democracy.
