Conakry, Guinea, 30 June 2026 – The Government of the Republic of Guinea and the United Nations Industrial Development Organization (UNIDO) signed the Programme for Country Partnership (PCP) 2026–2030 for the country during a high-level ceremony in Conakry. Presided over by Prime Minister Amadou Oury Bah, the ceremony was attended by several Ministers and other senior government officials, representatives of development finance institutions, the private sector, diplomatic partners and the United Nations system.
The Programme for Country Partnership is UNIDO's flagship model for accelerating inclusive and sustainable industrial development. It unites governments, development finance institutions, the private sector and development partners under a common strategic framework to mobilise investment and coordinate industrial transformation.
Jointly developed by the Government of Guinea and UNIDO, the PCP provides a strategic framework for accelerating the country’s industrial transformation by promoting value addition, competitive industrial value chains, sustainable investment, green industrialization and job creation, particularly for women and youth. The initiative supports implementation of Guinea’s ‘Simandou 2040’ vision and national industrial policy, while positioning the country to meet the 2030 Agenda for Sustainable Development, African Union Agenda 2063 and the African Continental Free Trade Area (AfCFTA).
Signing the PCP on behalf of the Guinean Government, Ismael Nabé, Minister of Planning and International Cooperation, conveyed the country's ambition to achieve an inclusive transformation of its rich natural potential. "Nations do not become prosperous because they possess natural resources; they become prosperous because they know how to transform them,” he stated, emphasising the need to increase local value addition, developing competitive value chains and industries, and creating jobs, particularly for youth.
Fatima Camara, Minister of Industry and Trade, expressed the Guinean Government's gratitude to UNIDO for its vital support in shaping Guinea's National Industrial Development Policy, of which the PCP Guinea 2026–2030 will serve as a flagship implementation instrument.
Prime Minister Amadou Oury Bah underscored the need for stakeholder ownership and concrete action in implementing the PCP. He particularly highlighted the private sector’s critical role in the PCP's implementation to translate it into reality, realising the Government's ambition to make it the true engine of sustainable socioeconomic transformation.
In her address on behalf of UNIDO, Fatou Haidara, Deputy to the Director General and the Managing Director of the Directorate of Global Partnerships and External Relations, underscored the PCP's alignment with the country’s development frameworks, reflecting the ambition to place Guinea on a path of genuine structural transformation. "With the Simandou 2040 vision, Guinea has clearly demonstrated its determination to transform its natural resources into productive industries, quality jobs and long-term prosperity. The PCP provides the platform to translate this ambition into concrete investments and sustainable industrial development.”
Capitalizing on the momentum of the PCP launch, UNIDO held several high-level consultations with key government counterparts and development partners to advance investment mobilization and discuss the Programme’s implementation.
The PCP builds on UNIDO's longstanding partnership with Guinea and the tangible results achieved in recent years. Recently, UNIDO has supported the development of Guinea's industrial policy through evidence-based diagnostics and policy advice. The Organization has also promoted value addition in strategic sectors, strengthened competitive value chains, including the pineapple value chainand advanced industrial skills development through the establishment of the Centre of Excellence and Advanced Training for Industry and Alumina. These achievements provide a strong basis for scaling up investments, fostering industrial competitiveness and accelerating the implementation of Guinea's Simandou 2040 vision through the PCP.
