
Vienna, 18 March 2026– The United Nations Industrial Development Organization (UNIDO), the Government of Japan and the Government of Ukraine convened the first Tripartite Industrial Policy Dialogue in Vienna on 16-17 March 2026. The meeting brought together representatives from UNIDO, Japan’s Ministry of Economy, Trade and Industry (METI) and Ukraine’s Ministry of Economy, Environment and Agriculture to advance cooperation on industrial policy development and implementation. Discussions focused on supporting Ukraine’s economic recovery and reconstruction through strengthened policy frameworks, practical cooperation tools and opportunities to promote sustainable industrial development.
“This dialogue shows our strong partnership and our shared commitment to supporting Ukraine’s green industrial recovery. Ukraine’s recovery is not only about rebuilding what has been damaged, but also about shaping a modern, competitive and green industry, innovative and integrated into the global value chain. Industrial policy plays a central role in this transformation,” said Yuko Yasunaga, Deputy Director General and the Managing Director of the Directorate of Corporate Services and Operations at UNIDO.
He added that, through the UNIDO’s green industrial recovery programme for Ukraine (2024-2028) and the Green industrial recovery project for Ukraine through technology transfer from and co-creation of new businesses with Japan's private industries, partners work together to transfer the strategic vision into concrete, impactful actions. UNIDO representatives presented the programme and related projects, as well as a research-based perspective on Ukraine’s potential for green industrial recovery, drawing on micro-, meso- and macroeconomic analysis.
“This support is essential for Ukraine to establish a new echelon of industry and economy. We express our gratitude to UNIDO and the Government of Japan for their contributions. Currently, we are formulating a new industrial strategy that reflects Ukraine’s position as an integral component of the global market. In this regard, collaboration with Japanese companies and the transfer of innovative technologies are of significant importance,” said Vitaliy Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
During the meeting, Deputy Minister Kindrativ outlined Ukraine’s current industrial and economic landscape, encompassing strategic priorities, principal challenges and available opportunities.


“This Tripartite Industrial Policy Dialogue was established to support Ukraine’s recovery by providing a platform for exchange of experience, knowledge and views on the implementation of industrial policy. The Government of Japan has consistently supported Ukraine. To date, 108 cooperation documents have been signed across both the public and private sectors, and more than one-third of them are related to the Japan-funded green industrial recovery project. Through the implementation of concrete projects, we hope to further realize Ukraine’s economic potential and reconstruction,” said Koichi Chiyo, Deputy Director-General for Trade Policy, Trade Policy Bureau, METI.
METI also presented the draft Japan-Ukraine Action Plan, outlining Japan’s support for Ukraine’s reconstruction, as well as key challenges and priority actions.
Yurii Vitrenko, Permanent Representative of Ukraine to the International Organizations in Vienna, said: “I would like to express our appreciation to UNIDO and the Government of Japan for their strong solidarity and strategic vision in supporting Ukraine amid Russia’s ongoing war of aggression. I would also like to emphasize the importance of maintaining rapid project implementation and to thank UNIDO teams in Vienna and Kyiv, as well as the UNIDO network of regional coordinators in Ukraine.”
Daisuke Okabe, Minister at the Permanent Mission of Japan, appreciated UNIDO’s recent initiatives in strengthening outreach and communication, noting that these efforts enhance transparency and visibility.
The Tripartite Industrial Policy Dialogue was launched in Tokyo in August 2025. This collaboration aims to foster ongoing exchange on industrial policy development and implementation, with a shared commitment to supporting Ukraine’s economic and industrial recovery. Through this dialogue, the exchange of insights, experience and knowledge is expected to further improve Ukraine’s business environment by attracting additional private investors and business partners.
Green Industrial Recovery Programme for Ukraine:
The United Nations Industrial Development Organization (UNIDO) is implementing a green industrial recovery programme for Ukraine 2024-2028 from the ongoing war. The "Green industrial recovery project for Ukraine through technology transfer from and the co-creation of new businesses with Japan's private industries”, funded by the Ministry of Economy, Trade and Industry of Japan (METI), aims to support country’s industrial recovery and innovation ecosystem building through technology transfer, capacity-building and business co-creation between Ukrainian and Japanese private sectors.
