Russia and the United States: business seeks a formula for effective partnership

A meeting between Anton Kobyakov, Adviser to the President of the Russian Federation, and Robert Agee, President and Chief Executive Officer of the American Chamber of Commerce in Russia, was held in Moscow.

The participants discussed the current state of Russian-American business dialogue and the prospects for U.S. companies’ involvement in international events organized by the Roscongress Foundation. Both sides emphasized that, despite the limited presence of American companies in the Russian market, interest in its development continues to be notably high.

“Russia is open to partnership, and companies seeking to further expand their business in the Russian market may operate fully within the existing legal framework. In today’s environment, it is crucial to ensure transparent working conditions, uphold principles of good faith and responsibility, and establish clear mechanisms for interaction. The art of opportunity lies in effectively and clearly explaining the advantages of the Russian market to businesses, identifying efficient solutions, and building mutually beneficial cooperation under new conditions,” emphasized Anton Kobyakov.

The parties agreed to hold a Russian-American dialogue in Dubai on 9 December, focusing on bilateral economic cooperation and exploring prospects for joint engagement in international markets. The American Chamber of Commerce in Russia and the Roscongress Foundation will co-organize the event.

They also agreed to continue preparations for SPIEF 2026, where the American Chamber of Commerce will serve as a partner of the Roscongress International, the Roscongress Foundation’s global platform. It is worth noting that SPIEF 2025 hosted a Russia–U.S. business dialogue session for the first time in several years. The session brought together over 150 representatives of Russian and international companies, demonstrating a clear demand for direct discussion of cooperation prospects.

During the meeting, Robert Agee confirmed the American Chamber of Commerce’s interest in further engagement: “The American Chamber of Commerce continues to observe sustained interest among U.S. companies in maintaining business operations in Russia. It is essential for them to understand which opportunities remain open in Russia and how they can develop under current conditions. I intend to present in Washington objective information regarding prospects for American companies, including innovation projects,” he noted.

The St. Petersburg International Economic Forum will be held on 3–6 June 2026.
