A general purpose unequal probability without replacement sampling plan with fixed sample size is presented. In contrast to existing plans, this scheme keeps the sample size fixed and lets the population units enter the sample 1 at a time through a carefully designed random mechanism. All high-order inclusion probabilities are easily computed.
