
A list of instructions from Russian President Vladimir Putin following the results of the St. Petersburg International Economic Forum 2025 has been published.
The document includes 46 instructions aimed at the systematic development of the economy. The key task for the Government of the Russian Federation is to develop a comprehensive plan for structural changes by 1 October 2025, covering the transformation of employment, the evolution of consumption, improving the investment climate, technological development, establishing a new quality of foreign trade, and increasing efficiency in the defence and security sectors.
“Instructions focus on developing a comprehensive plan for structural changes,accelerating technological development, including the transition to the digital rouble and the preparation of an annual report on technological sovereignty, support for entrepreneurship and SMEs, developing the creative industries, increasing the flexibility of the labour market, preserving cultural heritage sites, holding the Open Dialogue international forum in 2026, and coordinating the activities of development institutions,” said Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the SPIEF Organizing Committee.
As the organizer of SPIEF, the Roscongress Foundation has been tasked with analysing and summarizing the final materials of the Forum by 1 November 2025.
