This paper extends the empirical new growth literature to the analysis of cross-departmental data from a developing country. The paper tests whether there has been any convergence in the per-capita income across regions in Colombia and discusses the role of labor migration in that context. The paper also tries to identify those factors that explain growth differentials across regions in the postwar period. The results suggest that Colombia is a very successful story of regional convergence. In fact, the rate of convergence is close to 4% per year. However, labor migrations do not seem to play an important role in the process of convergence. In addition, the paper argues that departments that invest more in education grow faster, regardless of their initial position. The results also support the need for heavy expenditures in national security. Other structural characteristics, such as the sectorial composition of output and trade orientation, do not seem to play a key role in explaining growth differentials.
